Or, one nut stays stationary and the other nut turns and loosens the filter from the fuel line. There are some push clips on the fuel line that require a tool to take them apart. If someone does not know the wright answer why would they answer at all?

There is not tool needed push the fuel lines in and pinch plastic keepers together and pull. This is also one of the few jeeps to have a cabin air filter too.
