You can leak down the fuel pressure at a fitting on the rail, but if you do not know what you are doing you could start a fire. Does the battery still have a charge? If it does then the fuel pump should be working When you say the truck will not crank do you mean the engine will not turn over or it will not run? You change the filter. But was the pump workihg correctly before?A clogged filter can kill a fuel pump.If you blow through the inlet of a good one, it has no restiction at all.
