Can anyone tell me what to use for this? I thought just a set of locking pliers. But is there something better/more suited out there?

I use a plastic set of clamping pliers out of Halfords but basically anything that clamps the line will be ok.
Obviously you will try to lift the line up so as little fuel as possible escapes. Most fuel-line hose clamps have a 1/4 inch head that can also be turned with a screwdriver. They're really easy to over-tighten. They don't need a death-grip, just a little snug and they'll be fine.
If it's an inline filter, you will have no problem figuring out how to replace it. It's self-explanatory, and not brain surgery.
If it's an unusual application (which most are these days), just pay close attention to the old one when you remove it and put the new one in the same way.
Fuel filters are seldom bi-directional.
