Drop the fuel tank to change a fuel filter?

What the heck? I need to drop the gas tank in order to reach and change my car fuel filter! Now instead of paying 10 dollars or a filter, I have to pay 90 dollar. 80 for labor and 10 for the filter. Is ther a lot of car that require that?
