The fuel filter is built into the fuel pump/sender unit which is in the fuel tank. Ive removed the whole unit but it seems pretty securely clipped together!

In answer to your question, I would have to say yes. Anything is possible if you are creative. I went through a similar situation with a Dodge Caravan, the unit was a little tricky to open up, but patience and persistence is key here. If you get stuck, you could bring the unit to a shop that refurbishes gas tanks. A lot of these places also refurbish the sending units as well, they might be able to help you with that.
